How to remove front license plate frame?

Hey there... I'm in Australia, and over here the sedan of the Mazda 3 comes with a mother front license plate frame thats made for Asian plates. I called my dealer and he said its the only frame made for the 3 but that some people have taken a jigsaw to it to make it half the size so its not covering the bottom grill. I just can't figure how to get the thing off! I took the plate off the frame and there's two bolts holding the frame on, from the INSIDE of the bumper. Has anyone had any experience getting the frame off? Do I have to take the entire bumper off to get to the bolts?

Yeah, unfortunately mine has the nuts welded into the license plate frame so the only way to get it off is from the inside... and there ain't that much room to get a hand and a spanner down in there... Thinking that some weekend I may get under it, take off the plastic cover and undo it from the inside... Seems a lot of work though just to get a frame off.
